The Foreign Minister of the Bolivarian Republic of Venezuela, Jorge Arreaza, said that the Secretary General of the Organization of American States (OAS), Luis Almagro, is responsible for the dead, injured and human rights violations unleashed after the coup State in Bolivia against Evo Morales.
