The Russian State Duma approved the Strategic Partnership and Cooperation Treaty with Venezuela on Tuesday, a document that expands bilateral cooperation in the political, economic, energy and security spheres and, according to the speaker of the lower house, Viacheslav Volodin, represents “a concrete step toward peace, development and Latin American sovereignty.”
The agreement, signed May 7 in Moscow by Presidents Vladimir Putin and Nicolás Maduro and ratified by the Venezuelan National Assembly on Sept. 30, was promulgated by the Bolivarian president Oct. 7, completing a synchronized process between both nations.
During the plenary session, Volodin emphasized that the treaty “not only strengthens relations with Venezuela, but also contributes to building a multipolar world where people decide their own destiny.”
The legislator denounced attempts to “impose puppet governments” in Latin America and noted that the Caribbean country has been subjected to economic and military pressure from the United States.

Russian Foreign Minister Sergei Lavrov emphasized that the document “comes at a time of unprecedented pressure on Venezuela,” and reaffirmed that Moscow will continue to support Caracas in the face of external attempts at destabilization.
The agreement provides for cooperation in energy, mining, transportation, telecommunications, arms control, disarmament and the fight against extremism and terrorism, as well as the creation of political coordination mechanisms for regional and international issues of mutual interest.
The ratified text also establishes that both parties reject unilateral coercive measures, which are considered a violation of the United Nations Charter. Furthermore, they commit to combating the falsification of colonial history, racism and crimes of genocide in defense of the principles of international law.
From Caracas, parliamentary sources indicated the treaty “reflects the new geopolitical moment in the world” and its irreversible shift toward a just, multipolar and sovereign international order.

Representative Roy Daza, a member of the Chavista party, stated the agreement “strengthens strategic ties with a power that has supported Venezuela through the most difficult times and respects its self-determination.”
On the technical front, the treaty promotes joint projects in nuclear energy, oil, defense and military technology, including the Kalashnikov ammunition factory in Venezuela, whose construction was confirmed by the Russian corporation Rostec last July.
According to analysts, the legislative ratification represents a firm step in consolidating the Moscow-Caracas alliance, which is part of Russia’s global strategy to strengthen its presence in Latin America alongside other allies such as Cuba and Nicaragua.
“We must do our utmost to ensure that countries have greater opportunities to establish themselves as sovereign and independent states,” Volodin emphasized at the close of the session.
