The core of the army of assassinated Haitian President Jovenel Moise had asked for two helicopters and two tanks to fight effectively against the armed groups commonly known as bandits, but the United States government was opposed to this. In Haiti, the Restavèk politicians, the private business sector, the university, and the religious sector said nothing and accepted Ariel Henry’s transitional government request to the United Nations to send a multinational force to the country of Jean Jacques Dessalines.
Out of naivety and lack of political foresight, and in the face of the passivity of Haiti’s national police force, the victims in the Port-au-Prince metropolitan area let themselves be carried away by a fever of occupation of the territory. The traditional economic and political elites capitulated to US imperialism. The victims of the armed groups were soon disappointed, and realized that the solution to the Haitian crisis lay in the participation of the organized and aware masses of the population in the political affairs of the nation.
According to Le Nouvelliste newspaper’s report, in the Status of Mission Agreement the Haitian government recognizes “the right of the multinational security support mission (MMAS) and its contractors to import, by the easiest and most direct sea, air or land route, free of duties, taxes, royalties and other charges, without further prohibition or restriction, equipment, provisions, supplies, fuel, materials and other goods, including spare parts and means of transport, for the exclusive and official use of MMAS.”
In this document, Haiti agrees to establish, as soon as possible, for MMAS support purposes, temporary customs facilities for the mission in locations convenient to the mission and not previously designated as official ports of entry to Haiti. The country also recognizes the right to establish, maintain and operate commissaries at MMAS headquarters, camps and posts for the benefit of MMAS personnel.
“These commissaries may provide consumer goods and other items to be defined and reported in advance to the government. The Mission Commander shall take the necessary measures to avoid any abuse of these commissaries and any sale or resale of these goods to persons other than MMAS personnel, and shall take into account the observations and requests of the government concerning the operation of the commissaries,” the agreement states.
The Canadian company GardaWorld Federal Services LLC won the first contract, worth $30.5 million, to provide security for the newly created base for the Multinational Security Support Force in Haiti under the aegis of FAR16.505(b)(2).
The Pentagon, US Department of Defense has issued a call for tenders for a broadband internet company capable of supporting 1,400 clients and another commercial company to provide hygiene services to the multinational force for toothpaste, shampoo toothbrushes, skin cream (lotion) and beds to accommodate 1,300 people.
The dry cleaning service will cost $150 per person per week, while the truck drivers will earn up to $1,800 and can subcontract to the Haitian contractor for $100.
The Haitian government had demolished private houses near Mais Gâté International Airport to facilitate the construction of the station (base) for the police and military forces of the security support mission as defined in the United Nations Security Council resolution. The head of the mission will be a Kenyan police commissioner, assisted by a Jamaican lieutenant.
What is the lesson to be learned from this new occupation? All the rights of the Haitian people have been violated, the 1987 Constitution has been flouted once again, and the occupying police and military enjoy total immunity and are not answerable to the Haitian State.
The Haitian State has lost its ability to defend the national territory and its population, and the PHTK and CIRH members have done everything in their power to get a multinational force on the national territory to protect them from the wrath of the people for their political, economic, financial and other crimes. The essence of this new occupation will be to protect the squanderers of CIRH funds and the Petro Caribe program, from both the public and private sectors, allied with an international mafia under the high protection of the Clinton Global Initiative.
