The Permanent Mission of Venezuela to the United Nations (UN) sent a letter to the president of the Security Council, Russian Ambassador Vassily Nebenzia, denouncing the military escalation of the United States (US) in the South Caribbean that puts regional peace and security at risk.
According to the document, dated October 9, the government of President Donald Trump has intensified actions against the Bolivarian nation. This includes the economic blockade with more than 1,000 unilateral coercive measures and the military deployment of missile destroyers, fighter jets, elite troops and a nuclear submarine near the Venezuelan coast.
Such actions violate the Treaty of Tlatelolco and the Proclamation of Latin America and the Caribbean as a Zone of Peace, using as a pretext an alleged fight against drug trafficking, the letter states.
Venezuela denounces that the U.S. has carried out bombings of civilian vessels in international waters, resulting in extrajudicial executions, according to UN experts. In doing so, they violate the right to life and the principle of presumption of innocence.
“This is a flagrant violation of human rights, including the most sacred of all, the right to life itself,” the text states.

The letter also contains the Venezuelan government’s denunciation of fabricating narratives to justify a possible military aggression, pointing to Trump’s statements about the intention to “blow up” President Nicolás Maduro, a violent rhetoric that adds to the offer of millions of dollars for information leading to the capture of the Venezuelan head of state.
As part of these false arguments, the government headed by Nicolás Maduro is linked to drug cartels, classified by Washington as “terrorist organizations”.
Against these groups, the Head of the White House would be evaluating a “land incursion” that implies a direct aggression against the sovereignty and territorial integrity of Venezuela.
Trump’s claims seek to falsely invoke Article 51 of the UN Charter under the doctrine of “unwilling or unable” to justify preemptive strikes. The letter highlights recent military maneuvers in the Caribbean region, with unauthorized overflights by U.S. fighter jets, detected in the Maiquetía Flight Information Region (FIR), which put the safety of civil aviation at risk.
In addition, it mentions the October 8 vote in the U.S. Senate, which rejected with 51 against and 48 in favor, a motion to stop attacks on fishermen. This could be interpreted as an implicit authorization by the upper house to escalate hostilities.

“An armed attack by the United States of America against the Bolivarian Republic of Venezuela may occur in a very short term,” the document stresses, comparing the situation to the invasion of Iraq in 2003.
In the face of such danger, Venezuela requests an urgent meeting of the Security Council to determine the existence of a threat to peace and make recommendations.
