The president of Venezuela, Nicolás Maduro said that Venezuela “will never be a backyard, a colony, or slaves of any supremacist empire,” in the context of the current US military buildup in the southern Caribbean targeting the country.
On Tuesday, September 30, during his speech at the Theater of the Military Academy of the Bolivarian Military University of Venezuela (UMBV), where he was awarded an Honorary Doctorate in Integral Defense of the Nation, he pointed out that the current choice before the nation is not between “homeland or death,” but between “independence and colony” or between “slavery and freedom.”
“If the empire touches Venezuela, it will be time to unite again in a single Liberator of South America army, to confront any imperialist aggression,” he said. “The world is changing, it is transforming, and that did not start yesterday, nor today. Venezuela belongs to that world. We belong to the world of the balance of the universe that BolĂvar dreamed of. We have always fought for that world.”
The president also highlighted that the country has its own, original military doctrine.
“The Bolivarian Revolution of the 21st century led a powerful military revolution and completely broke the dependence and ties with the old doctrines of National Security of occupying armies imposed by the Schools of the Americas and West Point that converted our military forces in Latin America to occupation forces—as is still the case in our sister countries,” President Maduro said. “But that is over in Venezuela … We have a military revolution of BolĂvar, Sucre and Zamora and a doctrine that has a well-organized, well-prepared, capable and powerful military force that remains permanently deployed, and every day it looks for paths that would always lead us to the stability and peace of the Republic. This is part of a fundamental component of Venezuela’s reality.”

He highlighted that Venezuela has a strong state, with five branches, and above all two branches that are not established in the Constitution but are the two true powers that make the country great: the people and the armed forces.
President Maduro added that the country has demonstrated intense resistance to the siege, the blockade, the unilateral coercive measures, and the multiform war that the US empire has declared against the country and the entire world. He emphasized that Venezuela has faced the hybrid war with wisdom, institutionality, national unity, and “we have won in all of its fronts and forms through all these years.”
He also referred to the 7 Transformations Plan, seven fronts of intense creative, innovative resistance that continues to open paths, clearing snares and fighting threats. “It has seven fronts of progress in the construction of a new economy with thirteen engines focused on productive capacity and regenerative capacity to meet the nation’s needs,” he remarked.
