Venezuelan President Nicolás Maduro chaired the Special Plenary of the United Socialist Party of Venezuela (PSUV) Congress, held to discuss and adopt strategies for the defense of the nation amid US invasion threats.
This meeting, held on Thursday, September 11, was attended by over 10,000 PSUV members, including the youth, who debated on the creation of new tasks within the bloc, as well as the importance of deeply understanding the 7 Transformations of the Homeland Plan 2025-2031 to advance toward the new era of socialism, driven by the ideals of Hugo Chávez.
In the early hours of the morning the same day, President Maduro launched the Plan Independence 200, with the goal of active and permanent defense against imperialist aggressions, establishing 284 battle-ready fronts throughout the country.

Priority topics
During the special session of the 5th congress of the United Socialist Party of Venezuela and the 4th congress of the Socialist Youth, President Maduro outlined three priority topics for the next stage, aimed at strengthening Popular Power, governance capacity, and the defense of sovereignty.
He emphasized that the proposals came from a process of listening to the people, which aims to enrich the party’s lines of action:
1. Strengthen the government’s ability to solve the people’s problems
The first topic proposed by President Maduro focuses on consolidating “the people who solve.” This implies strengthening the government’s capacity to directly and comprehensively address the population’s problems in areas such as education, health, housing, public services, and entrepreneurship. In this regard, he urged the leaders of the party to listen to criticisms and self-criticisms to rectify, learn, and constantly reinvent themselves.
2. Deepen the new constituent process in Social Movements and the Communal Movement
The second major task focuses on consolidating a new popular constituent process in all social movements and in the grassroots power of the national communal movement. The president called on governors, mayors, and the national leadership to take to the streets and govern with the people. He emphasized that “Venezuela’s weapon is the empowered people in the territories,” and urged the strengthening of the structures of Popular Power to build an indestructible democracy.
3. Prepare for armed struggle if necessary
The third and final point, which was described as a matter of great responsibility, is the preparation of the PSUV and the nation to transition from “non-armed forms of struggle to armed forms of struggle if Venezuela is militarily attacked by US imperialism.”
President Maduro stated that the party, as the guiding force of the Bolivarian Revolution, must adapt quickly to face any aggression.
