Venezuelan Minister for Defense Vladimir Padrino expressed his satisfaction with meeting representatives of the Carter Center, one of the more than 65 electoral organizations that will observe Venezuela’s July 28 presidential elections.
This Monday, July 22, Minister Padrino wrote on social media, âWe held a fruitful meeting with the Carter Center, where they were able to observe firsthand the deployment of the FANB within the framework of the Operation Republic, focused on safeguarding elections and guaranteeing the people’s security for the July 28 elections.â
Operation Republic is the logistic and security program mandated by the Venezuelan Constitution and legal system for the Bolivarian National Armed Force (FANB). It has made Venezuelan elections possible for at least five decades. It consists of taking advantage of the logistic capabilities of the Venezuelan Army to deploy all the equipment and materials necessary to successfully hold elections while securing safety before, during, and after the elections.

Padrino attached a video to his social media post where the high-ranking officials can be seen welcoming the Carter Center delegation, pointing out that âit is an organization that has earned prestige throughout the world, not only in electoral tasks but also in promoting democracy and conflict resolution. It is a non-governmental, non-profit institution that has made history. Due to the professionalism the Carter Center represents in this matter, the CNE has invited them to accompany us in these upcoming elections on July 28.â
The Carter Center electoral mission responds to an invitation by the National Electoral Council (CNE) to observe the presidential elections this Sunday, per the agreement signed by the government of Venezuela and the Unitary Platform in Barbados in October 2023.
The Carter Center will carry out its observation mission in accordance with the memorandum of understanding signed with the CNE and in accordance with the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers, adopted by the United Nations in 2005.
