The National Assembly of Venezuela ratified Tarek William Saab as the attorney general and Alfredo Ruiz Angulo as the ombudsman, also appointing Gustavo Vizcaíno as the new comptroller general of the Bolivarian Republic of Venezuela. The appointment of the Citizen Power officials was made after the Nominations Committee evaluated the candidates’ files.
Deputy Giussepe Alessandrello, who presented the proposals before the National Assembly, stated that the decision was made after the committee thoroughly evaluated the resume of each candidate for the positions.
Attorney General Tarek William Saab
Saab is a lawyer specializing in Criminal Law and Criminal Procedural Law. He holds a Master’s in Human Rights and a PhD in Forensic Sciences. He is a human rights activist with over 30 years of experience, in addition to being a writer and poet. He was a prominent student leader in the 1980s and a member of the Constituent Assembly of 1999. In 2004, he was elected as a deputy of the National Assembly. He became the governor of Anzoátegui state for two terms and was designated ombudsman in 2014.
Ombudsman Alfredo Ruiz Angulo
Alfredo Ruiz Angulo graduated from the Andrés Bello Catholic University (UCAB) with an honors degree in education, majoring in philosophy. He has a Master’s degree in Educational Planning and another in Human Rights from the Summer University in Geneva, Switzerland. He is a human rights activist with over 40 years of experience. As a professor, he taught Family and Citizen Education, Fundamental Ethics, Professional Ethics, and Human Rights. In 2014, he served as the executive director of the Ombudsperson’s Office. In 2015, he was the coordinator of the Ombudspersons Delegates of the National Commission for the Prevention of Torture and Other Cruel Treatments. In 2017, he was appointed interim ombudsman.
Comptroller General Gustavo Vizcaíno
The new comptroller general of the Republic, Gustavo Vizcaíno, is a lawyer with a doctorate in Citizen Security and a postdoctorate in Law. In 2002, he was the municipal representative of the Caracas Mayor’s Office; in 2003, he was the legal advisor of the Metropolitan Council of Caracas. In 2005, he was designated the coordinator of the National Assembly office. In 2013, he was president of the Sovereign People Foundation. In 2014, he was the permanent secretary of the Council of Ministers. In 2016, he served as the deputy comptroller general and later as the acting comptroller general. Before his designation as the new comptroller general, he had been serving as alternate rector of the National Electoral Council.
Swearing-in ceremony: guaranteeing rights, protecting resources, and pursuing traitors
The swearing-in was conducted by the president of the National Assembly, Deputy Jorge Rodríguez, who read a text according to the functions each newly designated official will perform.
Alfredo Ruiz took an oath to “fulfill the duties and ensure that the rights obtained by the people thanks to the Constitution of the Bolivarian Republic of Venezuela and to the protective laws that have been approved from 1999 to the present; the citizens of Venezuela can rely on the Ombudsperson’s Office as a fundamental tool for defending the rights of citizens against any arbitrariness or eventuality.”
The next to take their oath was Gustavo Vizcaíno, who promised to “fulfill and enforce the functions inherent to the position of Comptroller General of the Republic, consisting of the protection of the resources that belong to all our people, pursuing corruption and corrupt individuals, compelling public officials to fully perform the functions established in the Constitution and laws, and having an honest and thorough performance in the exercise of the position.”
Attorney General Tarek Wiliam Saab took an oath to “defend the lives of citizens, pursue traitors, corrupt individuals, and those who commit offenses against the established legal framework, to defend the sacred territory of the Bolivarian Republic of Venezuela, its rivers, seas, and sky, including the Essequibo territory, and defend the human rights of the citizens.”
