The Non-Aligned Movement (NAM) expressed its concern about the current US military deployment aimed at Venezuela.
“The Ministers of Foreign Affairs of the Non-Aligned Movement (NAM), gathered at its 19th Mid-term Ministerial Conference in Kampala, Republic of Uganda, on 15-16 October 2025, expressed their serious concern over the ongoing developments in the Caribbean region,” the NAM statement reads.
The NAM decried that the situation in the Caribbean Sea had worsened due to the presence of US troops, where “hostile actions, intimidatory threats, and even more aggressive rhetoric” are being pursued.
“The Ministers of Foreign Affairs of the Non-Aligned Movement (NAM) took note of the discussions recently held on this subject in the Security Council of the United Nations on October 10, 2025, in which a common understanding emerged on the need to strictly adhere to the purposes and principles enshrined in the Charter of the United Nations, to the norms of international law, and to dialogue and diplomacy,” the statement noted.
An attack on Venezuela would have an impact on the region
The NAM emphasized that a US military incursion into Venezuela “risks a spill-over effect into the entire Latin American and Caribbean region,” which would “jeopardize its status as a Zone of Peace.”
In this context, the Non-Aligned Movement called for “upholding the principles of sovereignty and sovereign equality of states, territorial integrity, non-interference in the internal or external affairs of States, peaceful settlement of disputes, and refrainment from the threat or use of force against the political independence of any State.” The movement also expressed “solidarity with the people and government of the Bolivarian Republic of Venezuela.”

SPECIAL DECLARATION ON THREATS AGAINST THE BOLIVARIAN REPUBLIC OF VENEZUELA
1. The Ministers of Foreign Affairs of the Non-Aligned Movement (NAM), gathered at its 19th Mid-Term Ministerial Conference, in Kampala, Republic of Uganda, on 15-16 October 2025, expressed their serious concern over the ongoing developments in the Caribbean region.
2. The Ministers of Foreign Affairs of the Non-Aligned Movement (NAM) recalled the Communiqué issued by the Coordinating Bureau on 19 September 2025 and regretted that, since then, the situation on the ground has only escalated, including as a result of the deployment of additional extra-regional military forces and assets, coupled with further hostile actions, intimidatory threats and even more aggressive rhetoric.
3. The Ministers of Foreign Affairs of the Non-Aligned Movement (NAM) took note of the discussions recently held on this subject in the Security Council of the United Nations, on 10 October 2025, in which a common understanding emerged on the need to strictly adhere to the purposes and principles enshrined in the Charter of the United Nations, to the norms of international law, and to dialogue and diplomacy as the most ideal means to address and overcome, in a spirit of cooperation and solidarity, any issue of common interest or concern.
4. The Ministers of Foreign Affairs of the Non-Aligned Movement (NAM), while cautioning that any further deterioration of the present situation, including as a result of a direct armed attack against the Bolivarian Republic of Venezuela, risks a spill-over effect into the entire Latin American and Caribbean region, which would in turn jeopardize its status as a Zone of Peace, called for maximum restraint and for extra-regional powers to desist from their reckless conduct.
5. The Ministers of Foreign Affairs of the Non-Aligned Movement (NAM) reaffirmed their firm determination to uphold the principles of sovereignty and sovereign equality of States, territorial integrity, non-interference in the internal or external affairs of States, peaceful settlement of disputes, and refrainment from the threat or use of force against the political independence of any State, while expressing their solidarity with the people and government of the Bolivarian Republic of Venezuela, as they pursue all measures deemed appropriate, within the framework of international legality, to ensure the defense of its nation from any external act of aggression, as well as the sacred rights to peace and life of its population.
