Venezuelan President Nicolás Maduro reported that after being sworn in as the president before the National Assembly, he will issue a decree for a commission to advance the development of a reform to Venezuela’s Constitution.
During the event where he received notification from the National Assembly of the beginning of the new session for 2025-6, the president highlighted that the objective of this reform to the Constitution is to define the development model that will govern Venezuela for the next 30 years.
In addition, these changes will also seek to democratize the political and social life of Venezuela as much as possible. “We want to transform this state into a truly democratic one: of the people, for the people, and with the people,” said President Maduro. “A constitutional reform that achieves harmony, the unification of Venezuela around a common project, a project of consensus.”
President Maduro asked the International University of Communication and the School of Planning to prepare proposals for individuals suitable to the commission that will advance in the development of the Constitutional reform.
The president indicated that the debate for the Constitutional reform will take place within the National Assembly.
Right to defense
The president assured that Venezuela, like any country in the world, has the right to defuse coup attempts and defend itself against threats to its sovereignty.
“The state and the Venezuelan people have the right to legitimate defense against a coup announced by social networks,” he said, while reiterating that 125 mercenaries of different nationalities who intended to carry out terrorist actions across the country were recently capture.
“I tell the whole world, first find out what is happening in Venezuela,” said President Maduro. “There is a call here for a coup d’état, for a civil war. We will never sit back and do nothing. We already have the experience that we lived through on April 11, 2002, which we denounced with evidence. Every 11th will have its 13th, but now, I am sure that the 13th will come before the 11th.”
The president called on Minister of Defense Vladimir Padrino, regarding the activation of the Steering Body for the Comprehensive Defense of the Nation (ODDI), to prepare and present to the National Assembly a special bill for the operation of the ODDI.

Economic improvement
The head of state also pointed out that the economic recovery in the country is already a palpable reality that came hand-in-hand with the political stability that was established in Venezuela after the election of a new National Assembly in 2020.
“Growth began in 2021,” recalled the president. “In 2022, there was 15% growth; in 2023, there was 5.5%. In 2024, the Central Bank has not provided the figures but, according to statistics, I estimate that it will exceed 9% of GDP. Economic improvement is a reality in Venezuela.”
He reiterated that Venezuelans must defend their sovereignty so that the nation’s peace, economic recovery, and social recovery can continue at a pace governed by the nation and its people.
