The president of Venezuela, Nicolás Maduro, has stated that the Federal Council of Government should establish itself as the highest executive body for legislative coordination, due to its decisive importance as a spokesmachine for the leadership of popular power.
As a result, the Venezuelan president directed the National Assembly this Wednesday, August 6, to revise the Federal Council of Government Law to include communes and communal circuits, given the importance the popular consultation process has acquired.
This is “so that mayors can closely monitor the resources executed and to be executed,” he stated from the Bicentennial Plaza of Miraflores Palace in Caracas, “and so that popular power is firmly supported by governors, mayors, and community leaders in the execution of their projects, with professional advice, machinery, and resources for the development of all projects.”

The president stated that Venezuela has achieved “a magnificent method for building a true, direct, complete, popular, community-based, and neighborhood democracy, with the words, actions, and immutable power of the Venezuelan people, in accordance with Article 5 of the Constitution.”
He reiterated the mandate that sovereignty resides fully in the people, adding that “it is the entire basis of our new concept of democracy, in an advanced stage of construction.”
In this regard, President Maduro emphasized that “democracy is in a permanent phase of construction,” highlighting the efforts the country continues to make “to defend the right to peace, tolerance, and harmony.”
“I believe that the establishment of this Federal Council of Government, once the constitutional cycle of electing municipal, regional, and national authorities has been completed,” he said, “sends a powerful message that Venezuela is on the path of institutionality, respect, and tolerance.”
“This people rejects the ideologies of hatred,” he said, “revenge, and retaliation,” as well as noting the public calls for foreign intervention, blockades, and sanctions.
President Maduro finally added that the people want their issues addressed and resolved through participation. The president argued that, despite the complexities of Venezuela in the 21st century, the Constitution exists as a clear guide for action, “so that there may be peace, tolerance, and coexistence.”
