Venezuelan President Nicolás Maduro stated that the Ayacucho Plan will facilitate major changes within the Bolivarian National Armed Force (FANB). For this reason, he approved the creation of the Cyber-Defense Directorate since the military force is staffed by highly qualified scientific professionals.
Monday, August 4, from Villa Zoila, Caracas, the president addressed the commander-in-chief of the National Guard, Elio Estrada Paredes, the Military High Command, and the National Guard General Staff. He also informed them that further action is needed through the following actions:
• The fight against terrorism and terrorists through the Counter-Terrorism Directorate;
• Incorporation of the National Environmental Guard Command for Ecosocialism into the Great Mission Mother Earth Venezuela;
• Activation of the National Road Safety and Assistance Command to continue protecting highways and roads throughout the country, as well as the GNB Zone Commands;
• Military Health Bases, logistical support points, coastal surveillance brigades for the entire coastal and river axis;
• Creation of 41 new units for the national development of the People’s Guard;
• Activation of 51 new territorial detachments and expansion of the GNB’s capacity and strength.
For this reason, the commander-in-chief of the FANB emphasized that the military corps is a historical concept that has been built over 200 years and is the direct heir of the United Liberation Army of BolĂvar, Sucre, and Urdaneta.
Facing great transformations
“The Bolivarian National Guard (GNB) must be at the forefront of the Great Revolutionary Transformations that our country is undergoing with the Seven Transformations Plan and the Ayacucho Plan,” said President Maduro during the celebration of the 88th anniversary of the state security force.
Maduro noted that the GNB is always present at the forefront of territorial defense, internal order, and peace in the country.
“Venezuela must undergo great transformations, as Venezuela, the FANB, and the GNB are undergoing them today,” he said.
The president emphasized that the concepts of the FANB are currently clearer and more precise, along with all its components: the Strategic Operational Regions of Comprehensive Defense (REDI), its Comprehensive Defense Zones (ZODI), and Comprehensive Defense Areas (ADI), along with the Strategic Plan to defend the homeland. “Today, we are a single force, the FANB,” he stated.
FANB: Perfect fusion
In this context, President Maduro recalled the terrorist attack that took place on August 4, seven years ago. He described it as an unforgettable date, as it marked the 81st anniversary of the Bolivarian National Guard.
In this regard, he explained that this was the first attack carried out using drones to attempt an assassination, given that one of the drones exploded above one of the GNB troops in formation, injuring young professionals. Meanwhile, the other drone impacted near residential areas, causing material damage.

In addition, he pointed out that “it is clear with conclusive evidence, with captured, convicted, and confessed material and intellectual actors, that this attack was prepared from the Casa de Nariño in Bogotá, by former President Juan Manuel Santos.” In turn, it was conducted, conceived, monitored, financed, and coordinated with John Bolton and dispatched from the White House.
Maduro confirmed, once again, that the person who operated this entire plan from Venezuela was the opposition “terrorist and murderer” Julio Borges, who is now protected in Spain.
At the same time, he expressed: “I feel as commander in chief of the constitutional FANB, proud of the power, professionalism, and quality of our GNB. Long live the GNB, long live the FANB, long live our homeland, Venezuela, because there is still a long way to go to continue the Revolution!”
