The president of Venezuela, Nicolás Maduro, instructed the country’s armed forces to reinforce anti-terrorism operations to defeat terrorist plots “coming from the United States and Spain.”
The president made this statement on Thursday, September 26, during the ceremony for the 19th anniversary of the founding of the Strategic Operational Command of the Bolivarian National Armed Force (CEOFANB).
He said that it is essential “to reinforce the anti-terrorism operations to defeat the terrorists that the United States is sending us with the CIA and Spain with the CNI [National Intelligence Center], to reinforce the operations to identify and capture terrorists and to neutralize any possibility that in Venezuela they may impose their policy with bombings and sabotage.”
In his speech, President Maduro referred to the “visible” and “invisible” strategies that the FANB applies to protect the nation.
“There are visible actions by our FANB, but there is also our invisible capacity to protect every inch of our homeland and, by these combined capacities of the very powerful visible forces with the invisible ones… we are defeating terrorism,” he said.

Operation Bolivarian Shield
One of the strategies of the FANB to protect the country in case of any foreign invasion is the Bolivarian National Shield in Defense of the Homeland, said Major General Domingo Hernández Lárez.
He stressed that the civic-military union has been fundamental, especially the communal Rapid Response Units (URRA) that have more than 100 people each. “Every day this helps us to safeguard the nation, based on the Bolivarian ideal.”
He said that, in 2024 , 132 tactical operational deployments have been carried out with patrols throughout the national territory.
He added that the principal mission is to ensure the integrity of the national territory, defend all strategic areas and contribute to and preserve the internal order of the country.
“We distribute our tasks; the armed forces participate in all types of missions,” he said. “For example, environmental protection corresponds to the National Guard, since all the rapid reaction units of all the components go there.”
Regarding the entire CEOFANB wearing the Bolivarian Militia uniform during the ceremony, Major General Hernández Lárez stated that the purpose is to honor the militia and General Marcano Tábata, who received an award earlier this year.
Hernández Lárez also explained the strategic lines of the CEOFANB in its combat of the multidimensional war against Venezuela:
- Civic-military-police union,
- Integration of the State institutions with the state security agencies,
- Maximum use of rapid reaction units, and
- Strengthening of the components of the FANB for the surveillance of Venezuelan sovereign space.
He added that the CEOFANB is oriented to the seven objectives of the Plan for the Homeland as well as to the guidelines of the president and the laws and the constitution of Venezuela.
