Regarding the second National Popular Consultation 2025, which will be held this Sunday, April 27, President Nicolás Maduro Moros asserted that by 2029, Venezuela will have built its own socialist model and that “the Communes will be the epicenter of the new power of the people.”
During the 76th edition of his program Con Maduro Más, the head of state noted, “Right now, we have 5,338 Communal Circuits, a little over 4,000 established Communes, and I have set a goal that by January 1, 2027, we must have at least 6,000 well-consolidated, well-organized, and fully prepared Communes nationwide.” He emphasized that the Communes must have their Self-Government Chambers, work teams, Communal Bank, and productive projects, as highlighted in a press release.
“Furthermore, four community projects will be implemented this year, along with one cultural project and one youth project. By 2027, all of the country’s communities will have high-standard public services, healthcare, education, coexistence, and progress at all levels,” Maduro stated.

During a video call, Vice President of Planning and head of the Seven Transformations (7T) Plan, Ricardo Menéndez—alongside representatives from the El Renacer Commune in Vista Alegre, El Valle—showed President Maduro how the People’s Power in the area successfully restored the Popular Clinic, the Food House, and a productive space.
Menéndez reported that this Commune has achieved 95% of its Concrete Action Agenda (ACA), demonstrating a progressive vision. Meanwhile, spokespersons for the El Renacer Commune highlighted that in this Sunday’s Popular Consultation, residents will vote on key projects, including sewage pipe replacements, walkway construction, retaining walls, and streetlight repairs, among others.
President Maduro stressed that the people themselves must choose their priorities through direct and secret voting in each National Popular Consultation.
“We’ve found the path—we’ve hit the nail on the head: direct democracy. We’ve already established 78% of the Self-Government Chambers in the Communal Circuits and Communes,” said President Nicolás Maduro.
