The Congress of the Bolivarian and Chavista Historical Block for the 21st Century has officially begun in Caracas, with the main objective of debating the Concrete Action Agenda (ACA). This is intended to be a transformation of the Venezuelan state, aligning it with modern times and delineating actions to be carried out in the long term, aiming to be completed by the year 2054.
With the presence of 6,000 representatives of social organizations, political parties, and movements, the Congress, which began this Thursday, November 14, will serve as a platform to debate the strategic lines that will guide the development of the country in the coming years. They will discuss the 2025-2030 Government Plan, which has been conceptualized as the Plan of the Homeland of the Seven Transformations at working tables so far.
President Nicolás Maduro has been highlighting the importance of this congress for the construction of a new homeland in recent months. He stated that “after long months of consultation, debate and dialogue, in the exercise of true democracy, starting on November 14, the working tables of the congress will be set up with all their delegations, spokespersons, and work teams.”
During the first stage, more than 500,000 proposals were collected through assemblies in Communal Councils, Communes, and other spaces of Popular Power from all over Venezuela. The proposals will now be discussed during the congress, according to reports from Telesur.
The process reflects an exercise in participatory democracy that seeks to integrate the voice of the grassroots into state decisions.
The organization of the congress has been led by the Venezuelan Ministry of Planning and was initially scheduled for the first week of November. The ministry also developed a website, which holds plenty of information about the goals and scope of this innovative and inclusive democratic approach to planning.
“Let us call on everyone. This is a necessary, inclusive methodology, based in participation, so that the people receive the rewards of giving their opinion, of proposing plans, of being integrally useful,” the website reads, quoting President Maduro from a speech at the start of September when the congress was initially convened, “and all the truly Chavista, authentically patriotic, socialist, and progressive Bolivarian forces of Venezuela feel that they have a space to draw the future. Now we can consolidate this magic formula that has emerged in the heat of the year 2024, the formula to integrate, unite, and expand the five generations (stylized as 5G) that we have seen and that acted in a leading role in the future of the Bolivarian Revolution of the 21st century, and to build the powerful system of forces of the seven great social forces of Venezuela (7 Transformations).”
Clear axes of action
President Maduro has promoted the debate to work on three main axes: the economy, public services, and security.
The idea is to move from a war and resistance-based economy to a self-sustaining economy, with diversified growth and interconnected with the new multipolar world. Plans to strengthen the country’s public services, infrastructure, and public works hold the vision of building human cities based in the concept of buen vivir (good living).
Regarding security, peace, and sovereignty, the mechanisms to maintain a safe and stable country, with the capacity to defend itself, will be discussed and strengthened.
President Maduro emphasized, among other topics to be addressed, the revitalization of the state and the 2054 vision by explaining that “this strategic plan aims to consolidate Venezuela as a power in the context of Latin America and the Caribbean, unified and free.”
The conference will conclude on Saturday 16th with the presentation of the results of the debates.
