A total of 2,916 Popular Self-Government Councils have been established nationwide to date in Venezuela, marking significant progress in the democratization of the political system, reported HĂ©ctor RodrĂguez, Venezuelan minister for education and sectorial vice-president of territorial socialism.
“We are in a transitional phase where bureaucracy persists in resistance,” stated RodrĂguez this Wednesday, March 12, from the Carapita Insurgente Socialist Commune Council in Caracas’ AntĂmano parish. “We must wage constant battle to prioritize people’s needs.” The Education Minister further emphasized the crucial role of full citizen engagement in development planning.

“As Chávez envisioned, we’re progressing toward transferring authority and resources to communes through public policy oversight and follow-up,” stated Leidy Rosendo, head of a Popular Governance Council, highlighting their advancement as a communal government. Rosendo added that their council will compile comprehensive data to enhance quality of life for local communities.
Communal spokesperson Patricia Castro reported ongoing transformative processes strengthening their commune. Current priorities include three key projects:
