The president of Venezuela, Nicolás Maduro, stated that “the communal self-government councils of the 5,338 communal circuits” in the country should be established within 70 days.
“We have great tasks going on in full swing. The process of consolidation of the communes and communal circuits must continue without pause,” he stated during the commemorative march for the 36th anniversary of the Caracazo uprising.

The president said that between now and April 27, “we have several tasks in progress. One of them is the delivery of all the resources to finance the 5,338 projects of the first national consultation of this year.” In this regard, he instructed the governors and mayors to distribute the resources. “Those who do not comply, please inform me, so that they will never be a candidate for any position ever,” he added.
The second task is “to prepare ourselves well for the April 27 consultation which will follow the first national consultation without fail, without delay. Take note at national level, all the commune spokespersons and leaders.”
He added that the third great task involves the discussion and improvement of the 7 Transformations Plan, and that each communal circuit should have its Concrete Action Agenda (ACA) based on this plan.
“What are we going to call it, the ACA of the 7T? What do you think? The Plan of the Communal Homeland?” he asked, commenting that this should be the starting point for “the plan of our dreams” and to go on making reality the dreams of the future of each community.
“How do we imagine each community ten years from now?” he asked.
The president pointed out that these three tasks will go on simultaneously and that each commune, each communal circuit must strengthen the grassroots organization of each new generation great mission.

University of the Communes
President Maduro asked for the submission of proposals for the University of the Communes within 15 days.
“I give you a maximum of 15 days to present me the proposal and take definitive decisions regarding the programs of study, the university headquarters, the rectorial team,” said the president.
He stressed that this university must be the central axis for the education of the social and territorial leadership of Venezuela, and that “it must also have international characteristics.”
He also reiterated his wish for the prompt recovery of Pope Francis, who is gravely ill and currently hospitalized, and expressed the gratitude of the Venezuelan people for the canonization of Saint José Gregorio Hernández.
Resources for communal banks
President Maduro approved a $10 million fund for the communal banks so that the communes can begin the implementation of their projects.
He also urged the commune leaders to ensure that “we have the youth base committees of the Great Venezuela Youth Mission in all the 5,338 communal circuits as soon as possible, so that the benefits reach the youth.”
