The permanent representative of Venezuela to the United Nations, Samuel Moncada, condemned the United States’ strategy to carry out a coup in Venezuela, in his speech at a conference entitled “US Intervention in Our Electoral System as a Coup d’État Technique.” Moncada showed evidence of the involvement of the US government in the destabilization attempts that took place after the July 28 presidential elections in Venezuela in addition to showing examples of US coup strategies in countries around the world.
In his presentation on Friday, August, 23, the Venezuelan diplomat referred to the various methods used by the extreme right and the United States government to publish fake results of the presidential elections. Similarly, referring to the cyberattacks that impacted the transmission system of the National Electoral Council delaying the publication of election results, he said, “Behind ASTRA, Anonymous, Cyber Hunters, and other cyber terrorists, there is the US Central Intelligence Agency (CIA).”
Moncada explained that the destabilization attempts that were carried out after July 28 was “only one stage of the coup d’état operation,” and the “new stage is already in motion,” due to which the Venezuelan State “must think about defense and counterattack.” He added that the new destabilization plan will extend at least until January 2025, when opposition candidate Edmundo González, who claims to have won the elections, may try to set up a parallel government.
Moncada went on to state that several institutions and organizations are operating through the US State Department and intelligence agencies, together with US “allies,” in order to destabilize Venezuela. He explained that such practices have been implemented in other countries around the world over the years using a multilevel destabilization apparatus consisting in US-financed NGOs via the National Endowment for Democracy (NED), the USAID, cyberwarfare, psyops, diplomatic extortion, mainstream media and social media platforms in addition to traditional military invasion.
In this regard, he referred to the results of the Alta Vista PVT Project company, which are not those announced by María Corina Machado but which have been used by the US government to claim an analysis by “independent experts” of the data provided by the Venezuelan far-right opposition to support its claim of fraud.
Moncada said that according to public information from that company, the data it used to project electoral results was based on a sample of 1,500 polling stations. However, the results issued by Alta Vista PVT Project, in which it indicated that the opposition candidate Edmundo González had won with 66.12% of the votes, were based on 997 polling stations, leaving 503 stations unaccounted for.
He added that the system used by this company to make its projections is not ideal for replacing official results, nor did it use the complete sample of polling stations (1,500), so the sample itself is corrupted.
“Leaving out a third of the sample, they rushed to claim that Maduro lost,” said Moncada, emphasizing that the sample of the voting centers of the aforementioned company was collected on the night of Sunday, July 28, which is a very relevant fact.
He further stated that the voting records shown by the Venezuelan opposition to support its fraud claim do not have the same format as the official records, and that the QR codes on the voting records, when scanned, show information of businesses in the United States instead of the voting information of the voting machines, again signifying that “the sample is corrupted.”

The diplomat added that the photos of the voting records used by the opposition to claim that there was an electoral fraud in the country were part of a “conspiracy” that was intended for creating a climate of discontent.

Moncada highlighted that several agencies operate through the Department of State, Defense, Justice and intelligence agencies in a coordinated conspiracy against Venezuela
“The United States has a permanent coup strategy against Venezuela,” he said, adding that the report presented by the US defense agencies during 2023 states that Nicolás Maduro would win the presidential elections in 2024.
In this context, he also denounced Juan Guaidó who before the election began to come out with ideas that provide a glimpse of what was coming next. “They have to build a parallel CNE because the government is going to close theirs, there will be nothing… there will be an electrical and information blackout and freedom has to be achieved through a system independent of the Republic,” Guaidó had stated.
