The president of Venezuela, NicolĂĄs Maduro, has reported that 66.7% of planned popular self-government communal cabinets have been installed so far across the country, paving the way for a new system of direct government with the participation of grassroots power.
The reports were made this Thursday, March 27, as part of the head of state’s presiding over the installation of a self-government communal and popular platform to the community of La Dolorita, in Petare, located in the Sucre municipality of Caracas. âThe cabinets are under construction,â he stated, adding that they will begin operating âwith the 7Ts needed to establish communal self-government. Popular self-government is alongside the people, with the people, for the people. It fulfills the three elements: of the people, by the people, and with the people, through their leadership and strength.â
The president explained that a new system of political âinteractionâ is being developed. âFrom the Miraflores Presidential Palace to the self-government communal cabinet, spearheaded by comrade Delcy and the Vice Presidential Council, a new political interaction in the country will begin.â
President Maduro further emphasized that âPolitics with a capital âPâ must be carried out by the people in their localities, while the entire governmentâwith its budget, ministers, machinery, and infrastructureâmust serve the peopleâs 7T plan.â He also highlighted that his cabinet must maintain constant contact with the people â24 hours a day.â
The head of state toured the area of La Dolorita with members of his cabinet to assess progress achieved through community-led projects, supported by regional and municipal authorities.
âI believe this grassroots power structure is an example not only for Venezuela, but for the world,” said First Lady Cilia Flores, expressing admiration for the community’s organization. “It shows what can be done when we are united and organized. This is the best example we can see: how everything thrives here, how all community projects have moved forward with government support.â

Consolidating a new democracy
During the event, President Maduro said that a new democracy is being consolidated through grassroots participation. âWe are in the phase of building a new power,â he declared, noting that the 5,338 existing community structures must transition into communes: a goal to be achieved in due process.
âEvery commune that emerges must have its outline of dreams and its 7T plan to advance,” he explained. “There are different ways to move forward: one being the 2025 budget, designed for the first time to fund the people directly.â
He added that upcoming regional elections require candidates to commit to serving communities. âWe must ensure governors elected by the people are held accountable from day one. They must govern directly with their budget, cabinet, and team for grassroots power, putting an end to detached, out-of-touch governments.â
Regarding Sucre municipality, he insisted it must be âturned inside-out like a sockâ through the 7T plan, which aims to elevate the deployment of the countryâs productive forces.
University of the Communes
President Maduro announced that the inauguration of the University of the Communes will go ahead on May 31. He said that all communal spokespersons âshould pass through its ranks,â and urged widespread preparation.
The 6,000 planned communes and their self-government communal cabinets will be linked to the university. âThe team appointed to lead the University of the Communes must come from communal power: from you [the people]. We are open to proposals and launching a call for leadership candidates,â he added.
He reported that there are 4,408 work teams established so far, which represents 82% of the community circuits, adding that once the popular self-government cabinets are fully represented, they will be permanently connected to address all issues.
“We’re going to have a system that’s unique in the world,” he said, “to govern by obeying [the will of the people directly].”
