In addition, the parliament continued with a second discussion of the Bill on Supervision, Regularization, Action, and Financing of Non-Governmental and Related Organizations (NGOs).
“It is necessary to focus this time on the creation of a package of laws to be able to care for and defend our population from expressions of hateful and fascist ideas,” said Jorge Rodríguez yesterday. “Starting tomorrow, we are going to discuss the Bill on the Supervision, Regulation, Action, and Financing of Non-Governmental and Related Organizations (NGOs). They are regulated in almost the entire world. There are many that are a facade for the financing of organizations that are in charge of criminal actions.” Rodríguez issued these statements during a speech before the National Defense Council and the Council of State, held this Monday, August 12, at Miraflores Palace, Caracas.
Likewise, the Bill against Fascism, Neofascism, and Similar Expressions, approved in its first discussion last April, will be put up for the final discussion. The Constitutional Law against Hatred, for Peaceful Coexistence and Tolerance, in force since 2017, will be reviewed.

According to Rodríguez, it is necessary to regulate the use of social media networks, and he noted that almost 40% of countries have regulated it. He commented that in over 70 countries, there are laws and regulations that regulate social media in some way. In France and England, impartiality in political matters is required during election campaigns. “In the US, in the states of Arkansas, Florida, and New York, they have regulated the use of social networks,” he commented.
He said it is essential that Venezuela not only defend its institutions but also guarantee the well-being of Venezuelans. “Let us take care of our children who are being subjected to an infection of hate from social networks,” said Rodríguez.
