The vice president of Venezuela, Delcy RodrĂguez, presented a High Level Workshop on Popular Government, aimed at public officials, line directors of governorships and mayoralties, communes, and communal circuits.
In her speech this Thursday, February 20, RodrĂguez spoke of the need for communal systems to be connected to the Patria System, where the composition of communal cabinets and projects could be visible. She explained that this system is to monitor what is decided in the communal circuit, and to provide technical support on the levels of national, regional, and local governments.
âIt is our role to accompany this process and give it impetus,” added the vice president. “We cannot postpone this historic start any longer. We are giving birth to a new homeland and we are giving birth to the communal state, the people’s state.”
To this end, she urged to leave behind the administrative current of bureaucracy and begin to build the Venezuelan one, “which is the command of communal power, the communal circuits, the Venezuelan people guaranteeing their right to participatory and protagonist democracy with a sense of responsibility for what it means to defend the future of the country.
Popular Power is the compass of the process
Vice President RodrĂguez said that significant steps are being taken in the direction and strategic orientation of converting existing ministries into ministries of popular power, while congratulating the attendance of all the work teams and their awareness of the need to be present in every corner of the country.
âPopular power has been the compass of this process. Popular power has been and will be the guiding light of our management,â emphasized the vice president, who explained that the workshop aims to provide strategic guidance for what this management body should become and for the execution of public policies in the area together with communal power.
The Venezuelan top official also remarked on the need to move forward in the communal state, to break technological dependence, to expand political rights, to protect and strengthen the national industry, to defend the family and the sovereignty of the country.
RodrĂguez, who summarized the 7Ts (Seven Transformations Plan), said that the people’s rejection of the criminal blockade against the country, led by the US empire and its allies, has managed to serve as a source for a great push towards a productive economy.
She also took the opportunity to recall the sabotage of the National Electric System in 2019 and the great support of China in the reconstruction of this system. She explained that fascism is, along with the climate emergency, the main threat to humanity, and highlighted that technological imperialism is an essential foundation for fascism to expand its control.

Essequibo and the reform of the Constitution
RodrĂguez pointed out that the first major axis regarding the reform of the Constitution is based on popular power and communal circuits, as well as the updating of a new economic model and productive processes to boost Venezuelan industry.
Another of the major axes of work is the new society, putting the human being at the center of policy, and protecting Venezuela from fascism, which is the great political threat to sovereignty with its hatred and intolerance, she explained.
The third axis deals with the expansion of rights, comprising the right to a homeland, the right to mental health and healthcare, to water, to electricity, and more fundamental needs for human beings.
The fourth line is the update of the Constitution to include technological advances to properly deal with things like artificial intelligence, through development from a cooperative point of view.
RodrĂguez further noted that the formal incorporation of the state of Guayana Esequiba should be included in the process of constitutional reform.
Territorialization of the government
The governor of Miranda state and vice president for territorial socialism, HĂ©ctor RodrĂguez, said that the intention of the workshop is to territorialize the government, to make the government specific rather than sweeping; âthat the national government, the regional government, the municipal government, and the communal government be a single, articulated, organized government, and that our work agenda be one: the plan of the Seven Transformations,â he said, referring to the plan proposed by President NicolĂĄs Maduro.
The governor added that the goal is to seek greater democracy, efficiency, transparency, and coordination, to put all capacities of government at the service of the people to resolve their specific problems and needs.
The event, which is taking place at the La Carlota Convention Center in Caracas, was also attended by the minister for communes and social movements, Ăngel Prado; the minister for planning, Ricardo MĂ©nendez; and the secretary of the Federal Government Council, Leonardo Montezuma.
