The president of Venezuela, Nicolás Maduro, announced an ambitious project to broadly involve Venezuelan citizens in the country’s decisions. In this regard, he specified that he will propose allocating 70% of the Venezuelan annual budget resources for these communal projects.
During an event at the Teresa Carreño Theater in Caracas on Tuesday, October 15, President Maduro emphasized that “producing with our own hands” has become a fundamental pillar of the new democracy that his government is trying to build in Venezuela.
He added that the third Popular Consultation of the year will take place in December, and that four annual consultations are planned for 2025. “We want the people to debate, decide, vote, and choose the projects that are necessary for their Communal Circuits,” he said.
The president promised that starting January 10, 2025, that is, from the start of his new term, 70% of the budget will be allocated to the People’s Power, which will “go into the hands of the organized people.” This approach seeks to empower communities and guide the country’s development from the grassroots.
According to President Maduro, Venezuela is moving towards a new era of communal organization where the aim is to break from the model of bourgeois democracy that has dominated for years. “The commune must become the territorial engine of the transformation of the Venezuelan society,” he said, echoing the ideals of Commander Hugo Chávez.
He also highlighted the need to develop a new concept of democracy that is truly participatory and representative, bringing politics closer to the people. “Communal democracy” represents the aspiration to build a system that reflects and responds to the true needs of the people.
