The United Nations confirmed in a press release that it will dispatch a panel of electoral experts for the Venezuelan presidential elections scheduled for July 28. The UN electoral delegation will be part of the over 20 international electoral observation delegations, among them the Carter Center, that will accompany the upcoming elections in Venezuela.
During a press conference on Tuesday, June 25, the spokesperson for the United Nations Secretary General António Guterres, Stéphane Dujarric, announced that four experts will travel to Venezuela at the beginning of July to provide the UN an independent internal report on the general electoral environment in the country.
The announcement coincides with the completion of a technical evaluation announced weeks ago by the UN Secretariat General.
Venezuela Receives Carter Center’s Exploratory Electoral Observation Delegation
“A panel of electoral experts is one of the various types of electoral assistance that the United Nations may provide to member states at their request,” a statement released by the UN reads. “Unlike UN electoral observation missions, which require a specific mandate by the Security Council or the General Assembly and are extremely rare, panels of electoral experts do not issue evaluative public statements on the overall conduct of the electoral process or their results. Without a mandate, the UN cannot observe or publicly assess a member state election and therefore the panel of experts will not issue a public judgment.”
Spokesperson StĂ©phane Dujarric clarified that the electoral experts’ reports will be submitted to Secretary General AntĂłnio Guterres.
