The president of Venezuela, Nicolás Maduro, presented a final report about the National Popular Consultation held Sunday, November 23, highlighting that more than 6.5 million Venezuelans participated, casting their votes at the 9,000 polling stations set up across the 5,336 Communal Circuits in order to choose the priority projects for each commune.
During an official event on Wednesday, November 26, held at the Carlos Arvelo Military University Hospital, the president explained that the resources allocated to the communes have been multiplied tenfold, “but this is not only about the quantitative return on the investment but also the qualitative one.” In his view, commune members carry out top-quality work because “they do it for themselves and their families, and what is done for family and community is done with love and is done better.”
In his report, President Maduro also noted that, presently, 49,000 Communal Councils are active throughout the country. He explained that the resources for the two most voted-for projects are already being allocated so that each commune can carry them out with their own labor, intelligence, and capacity.

President Maduro concluded his address by saying that Venezuela continues on its paths to make its dreams come true. “We are moving forward step by step,” he said. “We had suffered a devastating blow—we had to weather the sanctions of 2016, 2017, 2018, which stripped us of 99% of the country’s revenue, but we persevered, reorganized, reinvented ourselves, and now, as we approach the end of 2025, we are on a streak of inaugurating projects.”
Finally, he urged his cabinet and the Venezuelan people to continue building the Social State of Justice, the Democratic State, and the Communal State. “Working together, everything is possible,” he emphasized.
