Venezuela and China signed a memorandum outlining the new path of energy and financial cooperation between the two countries.
The memorandum was signed on Thursday, December 5, during a meeting between Venezuelan Vice President Delcy Rodríguez and the president of the National Development and Reform Commission of China, Zheng Shanjie.
In statements to Venezolana de Televisión, Vice President Rodríguez provided an overview of the first day of her official visit to China.
“We began with an extraordinary meeting with the president of the National Development and Reform Commission, our friend Zheng Shanjie,” she stated. “We reviewed our cooperation agenda that had been amplified during President Nicolás Maduro’s visit in September 2023. Another extraordinary piece of news is that we have signed the memorandum outlining the new energy and financial cooperation strategy between our countries.”
She added that this will enable a more efficient execution of the bilateral cooperation mechanisms and broaden the horizon to overcome common challenges.

Subsequently, Rodríguez met with her Chinese counterpart, Han Zheng, at the Great Hall of the People to review the bilateral agenda.
During the meeting with the Chinese Vice President Han Zheng, “we thanked China for its support against the illegitimate US blockade against Venezuela and reaffirmed Venezuela’s support for the One China principle,” Rodríguez reported. “Following the president’s visit in 2023, during which the strategic relationship with China was elevated to an all-time and all-weather partnership, the exchange between our countries has increased considerably, with energy and financial cooperation as the central axis from which other strategic sectors derive.”
She highlighted that China and Venezuela are part of a solid united front of international cooperation in defense of the United Nations Charter and to strengthen the Global South. “We repudiate hegemonies and unilateralism that undermine the sovereignty of countries,” she stressed.
She also noted that Venezuela recognizes the BRICS group as a geopolitical bloc that seeks an inclusive economy and allows access for the Global South.
