The president of Venezuela, Nicolás Maduro, has led the plenary session of the Federal Government Council (CFG) 2025, which was held in compliance with the regulations established within the Constitution of the Bolivarian Republic of Venezuela, and in which a balance sheet for 2024 and the corresponding projections for 2025 were made.
During the session this Tuesday, January 28, and working alongside Vice President Delcy Rodríguez, departmental leaders, mayors, governors, ministers, and spokespeople of the People’s Power, the president highlighted the fact that over the course of 2024, funding allocation through the CFG on a regional basis was increased by over 100%, financing a total of 11,900 projects.
He noted that during that period, over $119 million was given to governors’ departments, $60 million to mayors’ departments, and $96 million to the people’s power. In this regard, the president highlighted that there was a 97% execution rate for projects chosen following the first popular consultation regarding public funding for local projects, and a 96% rate for the projects selected in the second consultation. This almost 100% execution rate for the people’s power is comparable to the execution rate for governors’ offices of 87%, and for mayors’ offices of 78%.
“We have been growing,” said Vice President Rodríguez, “and we have improved the focus of the services that have arisen, mainly, from the reality of our people.” One of the most relevant aspects of this was the accountability process, carried out in popular assemblies by the communal councils and the communes, in which accounts were rendered on “the resources it received. So it is this mechanism where the People’s Power really makes better use of the resources, and with transparency,” Rodríguez added.
President Maduro further instructed that the new challenge must now be to increase efficiency for this year 2025, in which “the resources destined for the execution of [these] projects has been increased by 54%, $447.3 million, or its equivalent in bolivars.”
He also said that, despite the challenges imposed by the US empire’s blockade, the country has managed to resist and move forward, explaining that “2024 was a very good year compared to 2023, and this shows continued growth in our allocation and utilization of resources.”

New secretariat
The head of state announced the new composition of the Secretariat to the Federal Council of Government 2025, which was made up of Vice President Delcy Rodríguez, the Minister for Electric Energy Jorge Elieser Márquez, the Minister for Science and Technology Gabriela Jiménez, the governor of Portuguesa state Primitivo Cedeño, the governor of Monagas state Ernesto Luna, and the opposition governor Cojedes José Alberto Galíndez.
The new secretariat also includes the Mayor of Caracas Carmen Meléndez, the Mayor of Mara municipality Luid Gerardo Caldera Morales, and the Mayor of Maneiro municipality David Morel Rodríguez.
Priorities
The Federal Council of Government is the institution responsible for planning and coordinating policies and actions for the development of decentralization and transfer of powers from the national government to the states, municipalities, and communal councils.
Following the analyses the institution carried out across various government levels, an order of priority has been established, in which it was specified that water, road, and housing services are those that require the most attention at the current point in time.
President Maduro asked the CFG secretariat to work collectively to solve the main problems of the nation, always taking into account and prioritising the popular power, meaning the will of the people.
