On Tuesday the president of the National Constituent Assembly (ANC), Diosdado Cabello, arrived at the plenary session with a folder that had the following note: “Lifting the Immunity and the number 16”.

During the session on Tuesday the ANC approved the lifting of the parliamentary immunity of the president of the National Assembly (AN) in contempt, Juan Guaidó, which would mean the start of his trial.
The message written by Cabello in his folder was a way to mock what the US National Security Advisor, John Bolton, once did when showing, as a “carelessness” mistake, a notepad where he had in written “sending of 5,000 troops to Colombia”.
